Can the pictures come in the mail body, not as attachment ?

Please I need A help. Can the pictures come in the mail body, not as
attachment ? (Like outlook express)
This is the only thing that I'm missing in this Microsoft Outlook 2003

Don't attach the image files. Insert them, or copy from a graphic app
and paste into your e-mail.
 
I believe you must ensure that the "html" option is turned on in your
outlook\tools\mail format\ and where it says "compose in this format format"
this must be enabled for HTML.

If the pictures are attached, not embedded, they will not appear in the body
of the message and must be opened separately. Outlook does not work like
Outlook Express in this regard.
