can the outline toolbar popup be deactivated

Since I use customised toolbars, it annoys me that a toolbar always pops up when switching to outline view. This is exacerbated by the concomitant reduction of the document window. Unfortunately, there seems to be no way to stop this. Do you know one?
 
Here is a webpage with a macro banishing the web toolbar, which is equally
annoying. It should be easy to convert to the outline toolbar, although you
may need to macro-record an action involving the outline toolbar to make
sure you have the right terminology if it doesn't work at first.
