What are the causes to this issue:

On boot:
Windows XP could not start because the following file is missing or
corrupt: \WINDOWS\SYSTEM32\CONFIG\SYSTEM

This has happend several times, and I've had to reinstall windows by
selecting the repair windows option ---> But I still have the same issue.
 
You are no doubt going to get flooded with all
the "canned" run-an-anti-virus, run-an-anti-spyware
responses by "those in the know", but before doing
so, download a HD check utility from the mfgr of
your HD and run it, looking for hardware problems.

This file is part of the Windows XP registry. There are many reasons
why a registry file could become corrupted, including the virus and
spyware infestations alluded to by "V Green".

Another possibility is defective RAM. Download one of the free RAM
testing utilities such as
DocMemory http://www.simmtester.com
Windows Memory Diagnostic http://oca.microsoft.com/en/windiag.asp
Memtest86: http://www.memtest86.com/vxcz

and run that to check for a possible defect in your computer's RAM.

Thanks to those that have responded, I have had it! I am purchasing a new
desktop from Dell, I've tried everything i could, helpful links, reinstalling
windows, replacing hard drives, and memory, It could be the motherboard. It
was a compaq presario which had windows 95 when i origianllaly purchased it
then upgraded to windows 98 SE and recently did a full upgrade to the hard
drive, disk drives, memory except for the mother board. But yeah, i will just
go ahead and go with a dell since their desktops are not that expensive.

Just don't cheap out on the Dell - A 2400 is about a worthless piece of
crap for a computer. There is no upgrade path for the 2400 and it has no
AGP slot, uses an old BIOS that does not support the new CPU lines, and
in fact, you have order the OLDER 512k cache P4 if you upgrade from the
Celeron one they typically ship in it.

Ah! That explains a lot. Bear in mind that PCs designed for, sold and
run fine with Win9x/Me very often do not meet WinXP's much more
stringent hardware quality requirements. This is particularly true of
many models in Compaq's consumer-class Presario product line or HP's
consumer-class Pavilion product line. WinXP, like WinNT and Win2K
before it, is quite sensitive to borderline defective or substandard
hardware (particularly motherboards, RAM and hard drives) that will
still support Win9x.
