Can somebody advice me how.. delete key fail

I have a windows NG delete key failure !

My "Delete" key is no longer functioning, how can i unlock(?) / repair
this.
The same problem occur when a new keyboard is connected.
It's general to all win software's.

I assume the DEL key we're talking about here is not the one on the Numeric
keypad.
 
....and he has miraculously solved his problem in a manner unknown to the
rest of us.
