can receive mail but cannot send on pop3 hotmail ok

PLEASE HELP
I can receive mail on my pop3 account but cannot send
it . Keep getting 503 this server needs authenticatyion .
I have set the account to this server needs
authentication to no avail. Outlook works fine on the
hotmail account.
