Can receive email but NOT send in Outlook error code 0x800CCC67

Office 2007 - Outlook: When I attempt to send email, I get "errors"
displayed in send/receive box. Detail of error message is

Task 'pop.ntlworld.com - Sending' reported error (0x800CCC67) : ' The
server responded: 421 aamtaout04-winn.ispmail.ntl.com connection refused from
[90.209.159.40]'

Virgin media say that it is not their problem and that it may be Outlook
itself or maybe mcafee firewall. I have reset the info in outlook (it was
correct already) and still no joy. I am having to send my emails via the
Virginmedia website email although Outlook receives no problem. Is it me or
is it my ISP?

The error says that the server aamtaout04-winn.ispmail.ntl.com is issuing the
reject. Escalate the problem with ntl.com.

Oh, and make sure you're properly authenticating to the outgoing server.

said can fix the problem.
