Can receive email but can't SEND email...

I have a computer running XP Pro that can receive email but it can't send
email. My notebook computer running Win98 2nd Edition with the same version
of Outlook Express can both send and receive email on the same account with
exactly the same settings.

I established a new account with a different ISP and now the XP Pro machine
can send email using this account but not on my old account.

I don't want to switch ISPs but they say there is nothing wrong with their
email server. This all started last week when they started blocking ports
to stop the blaster/sobig/nachia worm. My neighbor who uses this same ISP
with a XP Home computer sends and receives email without a problem.

PLEASE, someone help me before I lose what little mind I have left!!!!

I posted the issue there also. However, this is not a simple relaying issue
or a faulty installation of Outlook Express or even a virus/worm. I just
get rejected by the email server when using XP Pro but not when using Win
98.

Does anyone have any suggestions?
