can receive but not send when in hotels

I am using Outlook 2003 with a pop server. The problem I
have is that when I travel, there are some places I stay
at where I can only receive and not send email. As soon
as I get home, all is normal. I turn orr my firewall,
and still not help. Any suggestions.

Check with your ISP to see if they will allow sending if you authenticate to
the SMTP server or POP mail before sending when connected to a foreign
network. (Basically ISPs want you to dialin to them or establish that
network connection on something they own/charge for in order to send mail.
This allows them to restrict what IP address can send e-mail thru their
server to another place on the internet.)
 
I've experienced the same issue - but it's not consistent.
On some "foreign networks" I can send, and on others I
can't. Do ISPs like some networks but not others?
 
Yep, some ISPs are fascists that will not allow SMTP 25 traffic out from
client workstations. The mind set is that is supposed to reduce the spam
problem.

Some ISPs will knowingly block connections from dynamic ip addresses. Some
ISPs post their dynamic ip network address blocks. This allows an
administrator to set rules in firewalls to block connections from those
dynamic accounts. You might have heard the term real-time blackhole lists.
Same basic concept that they just black list a series of IP addresses that
are known to be used by dialup-up and/or some broadband networks.
