Running two antivirus programs at the same time often causes problems, and
not just in Windows Mail.
It's unclear if Symantec copied the problem causing sections of their Norton
antivirus programs to any antivirus programs they offer under a different
brand name. If they did, they need to be uninstalled, not just disabled,
to stop them from creating these problems. You then often have to run
this cleanup program to take care of what the uninstall left behind:

You may even have to remove your email account under Windows Mail, then
restart Windows Mail and create the account again.
Check if your internet provider gave you one of the other antivirus programs
that cause problems in Windows Mail, such as most versions of the McAfee
antivirus program or a recent version of the Trend antivirus program. These
also need to be uninstalled, not just disabled. McAfee's cleanup program is
available below; Trend doesn't seem to offer one.

These also need to recreation of the email account.
For some other antivirus programs, just disabling email scanning and
leaving it disabled is enough.
For your unsent messages in the Outbox, try moving them to the
Drafts folder or deleting them. If both fail, for a temporary fix,
download and install this hotfix, with Windows Mail not running:

Although it's labelled as for mail stuck in the Outbox, it also works in
other folders. If you don't know whether to use the 32-bit version or
the 64-bit version, try the 32-bit version first.
If this solves your problem, and you have no antivirus programs still
installed, you may want a replacement that doesn't cause such
problems. I recommend either avast! or AVG, either one with a
custom install that tells it to leave out the part that scans email.
