Can Receive but not send emails

I have installed outlook on several computers on the network but some of them
can receive but will not send email. I have NAV corporate edition installed
and all computers are configured the same. I am getting a time out error
from the SMTP server. I have looked at the configurations of the misbehaving
computers and can find no difference from the working computers. I have
deleted and reinstalled the email accounts and on several occasions got it to
work for a while but that doesn't work now not now. What ami I missing?
 
I know this is not an Outlook response, but is the network all on the same
subnet? Can you ping the Exchange server from the workstations which are
unable to send emails?
 
There is no exchange server. We are on a woukgroup network. There is no
problem accessing the network or the web from each of the computers.
