Can Outlook or Outlook Express be used on a LAN with no Internet Connection ?

I have an office network of 5 PC's. I would like to use the features of
outlook to improve communication and delagate tasks. But I cannot connect
the LAN to the Internet for Security reasons.

Is this possible or do I have other options?

Yes, but you still need a mail router if you expect people to send mail to
one another. Exchange as part of the SBS package from Microsoft is less
expensive than Exchange licensed by itself. You can also by an inexpensive
linux machine with sendmail or some other router on it, but the non-mail
collaboration features of Outlook may be missing without Exchange.
