Can only Receive e-mail

Two problems unsure if related.
When trying to reply or sent new mail. The send button is greyed out.
When I try to open must programs, I get the following:
"This file does not have a prgoram associated with it for performance this
action."
I have looked up the solution, however can not get into the Control Panel to
load the unbind program.
 
Perhaps the send button is grayed out because you have not
specified an outgoing mail server. Look under Tools, Accounts,
select the account, Properties, Servers.

Your other question does not seem related to Windows Mail.
