Can not shutdown or restart

When I try to shutdown or restart the machine does
nothing. Disk Lights flash that is about all. Have reload
the XP professional operting system with no results. I
have Nortons System works on the machine. Seems this
happened after loadng Norton Systems Works Professional.
How do I fix? Norton is working fine. XP will boot up
after powering off and on.
