CAN NOT SEND OUT EMAIL

Well, describe exactly what happens when you try to send.
Do you get an error message when you try to send? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.
 
I CAN RECEIVE EMAIL AND CAN RESPOND TO EMAIL.

I CANNOT GENERATE AND SEND OUT EMAIL. I HAVE WORKED WITH MY SERVER AND IT IS
NOT THE PROBLEM I DON'T BELIEVE.
