can not reply to emails in outlook, can send & receive

at work replies work fine, I am connected to earthlink, at home connected to
road runner, can not reply to any email, I can send and receive though?
 
Bummer - what happens if you try and what error messages do you get with
which version of Outlook????

account will be deleted without reading.
