can not open more that one window in IE

I am unable to open more that two windows in IE even if I
right click and highlight open in new window. I reset IE
to defalt settings and rebooted. I then tried
reinstalling IE6.0 to no avail. I do not know what else
to try. I am running windows 98se and am able to open
multiable programs with no problem.
