can not open .dat files

All .dat files can be opened and read by Windows Notepad
or any other text editing program like Wordpad, etc.

Well, perhaps one _can_ open many .dat files with Notepad/Worpad, but
that does not mean that what you see is either useful nor editable. The
..dat extension is used for many different programs' files.

To see what I mean, try a search on your computer for some .dat files,
then open them with Notepad.
