can not open .chm Help files

Lost the abbility to open chm files.
Can not open it from any application, only
older style .hlp files open.

No Office, Windows help through F1 or other.

Please advise.

Shon;

chm files should open with hh.exe = Microsoft® HTML Help Executable.

Why doesn't Help and Support work?
