can not get 2 of the Application Agent checkpoints activated

how can I get Process Execution and Script Blocking to
activate, it says 23 of 25 activated, I click on activate
but nothing works
 
Try start, control panel, add or remove programs, Microsoft Antispyware,
Change, update.

That seems to fix this for some.
