Can not change IE homepage

I have been having trouble installing the latest MS
updates KB824141 & KB828035. I can download them all day
but they will not install. I do not know why. I went to
the help site and followed the directions to fix the
install but it has not worked. I also have been having
trouble with IE. I can not change my homepage or
anything else on IE. When I go to Internet options under
Tools I get a restrictions window that says "this
operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator." Well I am the only user on this computer
and am not running any network connections. I am
supposed to be the administrator! I want my system
back! I get lots of pop ups and am wondering if someone
else is using my computer while I am online? How do I
fix this? I have tried system restore but it tells me
that there is nothing to restore. Do I have to reload
Windows XP or IE? Help!

Yea, you got problems all right...

I can help you if you live in Honolulu? Otherwise, you're going to need
some help. You need to run a full system scan with Norton Antivirus
AFTER you update it with the latest signature files. First though, go
to www.grc.com and download Ad Aware and run it. It will remove a lot of
the ad ware and syp ware thats clogging up IE.
