Can network diconnect privileges be enabled for a limited-user acc

I need to be able to disconnect and reconnect from the LAN while logged on
with a limited user account.

The only alternative is to grant administrative privileges to the account.
but this risky when on the internet.
As a matter of procedure I only use an administrative login when I have a
specific task that requires it.

If the computer runs Windows XP Professional, add the limited user
account to the Network Configuration Operators group.

It's hard to find a solution for Windows XP Home Edition. One
possibility is to install a firewall program that lets all users
enable and disable network access. For example, McAfee Personal
Firewall has "Lockdown My Computer" and "Unlock My Computer" settings.

A crude, but effective method is to physically unplug the network
cable to disconnect from the LAN, and plug it back in to reconnect.
