Can limit directory access to particular programs?

We're working on a secure directory concept where we need to limit directory
access to certain approved executables. Is there a way in NTFS to do this?

If I understand you correctly then yes you can give users/groups permissions
to only the files you want them to access. Software Restriction Policies
using path rules are another possibility. The links below explain
