can i use software no longer needed on a different machine?

I do not wish to purchase another licence for my laptop. I already have
Office Pro 2002 which was on my Desktop until I upgraded to Office 2003. Is
office 2002 conversant with 2003? If so, can I use the spare licence on the
laptop?

Not being a lawyer, I can only offer a suggestion: read the End User
Licensing Agreement. I believe you'll find that Office might allow you to
install on a primary computer (like your desktop) and a portable computer
(like your laptop) as long as it is run on only one at a time.

If the Office 2003 was an upgrade version (as opposed to being a full priced
version), then you really only have one license. The Office 2002 was
subsumed into the Office 2003.
