Can I slow down my CPU with XP?

I have an old DOS app, which does serial comm. Currently, I'm running
it on an old box that I keep just for that purpose. I'd like to run
this app on my XP. I found a driver (?) (direct-io) that allows apps
to directly access I/O hardware. That seems to work. However, my app
appears to be timing out while waiting for a response from the external
device.

I suspect this is because my XP box is just running a lot faster than
what was envisioned when the app was written. (I don't know how it
does timing, and I don't have the source code.)

If there was an easy way to do it, I'd like to try running this app
with the brakes on. Any suggestions would be appreciated.

There is an option in properties about compatable timers. Program tab - Advanced.
 
Thanks, .. but "Program tab" where? I haven't found it, including in
direct-io.

Then keep the old box for such old apps.
