can I set outlook to send a message received as "new" message ?

Netscape allows send as new

Use Netscape... ;-)
 
This is very simplistic. Sorry.

The only way I know to pull this off is to open the email,
copy its contents, paste it into a new message, and send new
message. I do this on occasion when I don't want to
forward a message to a given person.

Forwarding the message, editing it to suit your purposes, is about as close
as you can come.
 
Try this:

1) Double-click the message in your Inbox to open it fully.
2) Click the Actions menu, then Resend This Message. You will get a dialog
box saying that you are not the original sender and do you want to continue
-- click Yes.
3) Click the View menu and make sure the From field is showing. The
original sender's name and e-mail address will be in that field -- clear the
field.
4) Choose the sending account you want to use (if you have more than one
e-mail account).
5) Send the message.
