Can I schedule delivery of messages at a time when Outlook is clos

My test indicates that if I schedule a message to be delivered to someone
else at a time and date when I know my Outlook is going to be closed, the
message is not actually delivered until I open my Outlook again. For
example, I would like to have Outlook deliver a reminder to someone when I am
on vacation. However, it appears it will not deliver the message until I
come back from vacation and open Outlook.

Scheduled delivery of messages requires Outlook to be open.
