Can I require someone to answer an email?

Is there anything in Microsoft Outlook like this? I need a response from
someone, so I'd like something to pop up so they have to reply.

Oh yeah, that's what we all want, someone else to have control over our
computers. Turn it around. Would YOU want someone shoving a popup in
your face that prevented you from using your computer until you answered
the popup? If so, I can give you instructions on how to allow remote
control of your host by anyone, and then I'll post to the world how they
can do whatever they want with your computer. You don't like being
abused. No one else does, either.
