Can I move or copy the "Microsoft Picture and Fax Viewer" command?

[Help Please]

Friends - How can I move or copy the "Microsoft Picture and Fax Viewer"
command out from it's location in the "open with" menu to the top of the
"right click" (higher) menu. I'm trying to save clicks, and . . .

The "preview" command that is now at the top of the higher menu has been
taken over by PhotoShop CS. When I click it, the file is not previewed,
opened in PS. Not what I want! Fixing this issue would solve my problem. I
