Can I install the X1950 Pro in an HP m7170n, power supply question?

Yes, it's fine. I used to run an X1900XT (110W full load) on an Antec 400W
PSU with only one 12V rail delivering 17A. Your PSU, if it's identical to
the one on the web page, has two 12V rails. The X1950 Pro draws only 70-75W;
shouldn't be a problem.
