From memory you can get a Perl compiler for Windows at Chilisoft.com

Hmmm chilisoft now redirects to Sun.com (Java)
Been years since I developed anything in Perl, you might have to Google.

Install the Cygwin environment. You can run perl, python,
ruby, and so on. www.cygwin.com

There's also a complete perl distribuition downloadable at
http://www.activestate.com/Products/activeperl/

Just so you know, I tried ActivePerl on Vista but it won't work. I may be
able to do something
to make it work but will try the other suggestions. Here is what I get with
ActivePerl:

"Internet Explorer could not load the PerlScript engine. This is most likely
due to the value of the "Initialize and script ActiveX controls not marked
as safe" security setting of the "Local intranet" zone. PerlScript inside IE
will only run on Windows XP SP2 and later if this setting is set to Enable.
Setting it to Prompt doesn't seem to work. "

Also the Perl Package manager stoped responding. It finally opened so will
look at it but I am too new to problem solve this one.

I like Vista but sometimes the software just hasn't caught up with it. Or
the tech support doesn't know how to help a Vista user.
