Can I include the original message in a reply on a onetime basis .

I would sometimes like to include the original message in a reply...but not
not always.... and wondered if Outlook has a shortcut that would allow me to
do this without having to reconfigure my email "options" each time?

No - just delete the quoted message when you don't want to include it.
