Can I force by a timer minimised screen to TOP

Any screen buried below other I would lie to have on some type of timer
function so that they will be forced back to TOP. Program that does that? I
have seen programs that "pin" a screen but once minimised it wil stay down
unless activated again.

Thanks - Have been trying to work out best descriptor to search for the type
of program I want. Any suggestions? Windows on top " gives me a program but
it does not have a "timer" function that will bring up windoows unattende.
