Can I delete windows.edb?

It's in c:\documents and settings\all users\application
data\microsoft\search\data\applications\windows\

I don't use indexing for searches.

Yes, you can delete windows.edb. Besides turning off indexing on the
drive, which you've apparently done, the Indexing service needs to be
Stopped and then Disabled for Startup type to prevent it from being
recreated:
