Can I delete them
Ta CSX

If you wish to safely remove the "uninstall files" for the
Hotfixes (i.e. $NtUninstallQxxxxxx$ files shown in Windows Explorer)
and cleanup your Add/Remove Programs list, visit MS-MVP Doug Knox's
excellent website for instructions.

Remove Hotfix Backup files and the Add/Remove Programs Registry entries
http://www.dougknox.com/xp/utils/xp_hotfix_backup.htm

These files normally contain information for uninstalling software
that has been installed in your computer. If you delete them, windows
will not know how to uninstall the software.

Blue means they are compressed (As being not likely to be used)

Those are there to allow removal of the Windows Update Hotfixes as shown
in Add/Remove programs - see the corresponding description at
http://support.microsoft.com/?scid=kb;en-us;nnnnnn
for $NTUninstallQnnnnnn$, Hotfix Qnnnnnn

If you do not want to be able to uninstall a fix, delete that folder.
Then if you go to the entry in Add/remove and try Remove, it will fail
and give you the choice of removing the entry
