Can I create custom appearance templates for windows xp?

is there a way to create custom appearance templates e.g. window xp
themes, font size, general appearance stuff?

Reason:
Our university has like 1000 machines, it would be good if we can have
some kind of templates so that each pc looks the same by fefault.
