can I backup programs?

can i backup my programs so if i formatted it.. i can put back my old programs
without using reinstalling?

No. Formatting and doing a clean install creates a new registry.
Installing programs writes entries into the registry. So on a clean
insall programs will need to be installed from scratch.

One option for backup is to use a drive imaging program. This makes an
exact image of the partition which can be saved on CD/DVD or to another
drive - internal or external. Imaging to an external USB 2.0 / Firewire
drive works well. Then occasionally burning an image to DVD gives you
redundancy. Restores can be done of the entire partition or individual
files / folders. These work well and make it easy to recover from a
drive crash. Examples of this are:

Acronis True Image
Terabyte Unlimited's Image for Windows
CasperXP

If the OS and programs are installed on the same partition image that
and both can be restored at the same time. If they are on separate
partitions image both at the same time and restore both together.

No. Except for an occasional trivial program, all programs have many
references to them throughout Windows, in the registry and elsewhere. If you
reinstall Windows these references will be lost, and you will also have to
reinstall your programs.
