can I add a new (additional) page to a Form? in word 2007?

When I click at the end of the form, it just takes my cursor back up to the
top. If I try to use the Insert toolbar command, it is all grayed out. The
form says 'unrestricted access' but apparently it's locked? How can I add
additional pages at the end of the form to send back to the original user?
 
In order to edit a form, you will have to unprotect it first. On the Review
tab, click Protect Document, and then click Restrict Formatting and Editing;
Word displays the Restrict Formatting and Editing task pane. Click Stop
Protection. Make the desired changes, and then reprotect the form.
