Can hyperlinks be added to locked forms?

I have created a form that I need to lock to ensure users cannot populate
anything but the necessary fields, but I also need to be able to allow them
to click on a hyperlink to another document. When I lock the form, they
cannot click on this link. Is there a way to lock everything but the link?
