Make sure that the top of the control underneath it is not touching this control. If that's not the problem, perhaps a bit more information from you would help.

Which CanGrow property did you set, a control's or the section's? Generally you need to have both of them set to Yes. If the section is not growing, it might be because the top of the control below the can grow text box overlaps the bottom of the text box.
