can an email be flagged to see if read yet without recipient know.

In Microsoft Outlook or even Outlook Express, can a outgoing email be flagged
so that the sender can tell its been read by recipient - yet without the
recipient knowing its been flagged for this purpose??????? as clicking on "
read message receipt requested" does not get replied to.

No. The recipient always has the option to send a read receipt.
