how do i add the #1170 in the rules?

it reads to me that you can add it to mine only

OR to only some area codes that i add

i need it for all area codes naturally

No because it's unitelligible. When you learn to write standard
comprehensible English you might receive some better responses...
 
I'm afraid I can only suggest a work around. You can create a new Create a
New Calling Card (of type "None") by following the steps below :
1. Give a name for the calling card
2. Select Long Distance Calls tab.
3. Click on Specify Digits and enter #1170 or whatever u want prefixed to
the number.
4. Click on Destination Number and select Dial area code and number
5. U can also interchange the order of (3) and (4) if you want #1170 to be
postfixed instead of prefixed.
Selecting this as the default should work.
