Based on my knowledge, I suggest you first perform the following steps to
narrow down the issue:
1. New Outlook profile
=============
Please create a new profile to isolate the issue.
For the steps on how to create a new profile, refer to the following

2. Outlook Safe Mode
=================
a. Click Start, and then point to Programs.
b. Press CTRL while you click the shortcut for Outlook that you want to
start.
c. Hold down CTRL until you receive a message similar to the following:
"Outlook has detected that you are holding down the CTRL key. Do you want
to start Outlook in safe mode?" Click Yes.
If the issue continues, please collect the following information for
further investigation:
1. Please configure the problematic account on another workstation and
check the issue.
2. Use another email account on the workstation in problem and verify if
the behavior can be reproduced.
3. Create a new user/account and test the issue.
