Calendar format

How do I change the format to refect 15 minute intervals instead of the
preset 30 min?
 
View > Arrange By > Current View > Customize Current View > Other Settings >
Time Scale

I tried this with Outlook 2003 sp2 and there is no Time Scale. Any
suggestions?
