Calendar event formatting toolbar

I want to have the formatting toolbar show up when I prepare or edit an
individual event in Calendar. But I have to click on 'view' 'toolbars'
'formatting' every time. Can someone tell me how to make the formatting
toolbar show up as part of the default setting?

What version of Outlook? The Formatting toolbar setting is remembered when
I tested in Outlook 2003.
