I found the program running so I ran a virus scan to see if it was, I deleted
it and on next start up and every start up after it said Windows cannot find
file then It says to search for it and found nothing. Found a few answers but
non were very clear on how to do it. Why does it do this and how can I fix
it.

You deleted SVCHOST.EXE?? Not a good thing to do as it serves multiple
functions in the Windows environment. It is a legitimate part of Windows.

Now that I look at your Subject line again I see "scvhost.exe" -- if
this is actually the name, then it is sure to me malware or worse.

While your AV scan deleted the file, it probably left behind an
entry in your registry to launch that program at startup. Since
the file no longer exists on your computer, you receive an
error message. To fix that do the following;

Download this program from Microsoft.

AutoRuns for Windows v8.61
http://www.microsoft.com/technet/sysinternals/ProcessesAndThreads/Autoruns.mspx

Launch AutoRuns.
On the toolbar at the top of the window, click on Options.
In the menu that drops down, click on "Hide Microsoft Entries".
Hit the F5 key on your keyboard.
Next, click on the Logon tab.
In the Logon page, look for an entry that points to
C:\Windows\System32\scvhost.exe.
Remove the check mark from the box next to that line.
Close AutoRuns and restart your computer.
If this fixes the problem, you can go back to AutoRuns at some
point in time, right click on the entry for scvhost and select
Delete from the menu.

Good luck
