Can all the files in this directory be safely removed?

There seems to be a Good Deal of leftover ash and trash in it.

Here's another folder with a lot of "junk" in it
C:\WINDOWS\$hf_mig$

Can all the files in this directory be safely removed?

No. That folder is important for windows updates. Leave it alone.
