I'm looking for a WinForms code translator from
C# to VB.NET and vice-versa.

Not a website service .

Something like this, but standalone version:

You can always use good ol' ReSharper for that.. nothing better than
[.NET Language] --COMPILE--> MSIL --ReSharper--> [Another .NET Language]
