C# Standard and PocketPC development

Can C# Standard Edition v2003 develop PocketPC applications? Maybe by downloading & installing the SDK and emulators from Microsoft website?

I am aware Visual Studio .NET has built-in support for PocketPC developement, but I am interested in buying C# v2003 standalone as it is less expensive.

Any guideance is very much appreaciated.

You need VS.Net 2003 pro or higher.
