One session for PDC 05 is for C# 3.0.
Where can I find the specification or working draft of the language changes
for C# 3.0?

My guess is that the C# team will use PDC to reveal what they're
looking at for 3.0. It's only a guess, but I suspect you'll find
details hard to come by before then.
