I've not had any major problems with Vista Windows Mail. However I have run
into one problem. I like in Microsoft Outlook that you can have your mail in
a folder slip in to folders - Older, Last month, Three weeks ago and so
forth. Does anyone know if we can do that with Windows Mail?
Also in Outlook when you set up a rule for a message to go into a specific
folder it will search throughout all your e-mails and look for any other
messages to move. I can't seem to find the correct button (if there is one)
to do that with Windows Mail.

If anyone knows or has a suggestion, I would appreciate it.

The Outlook features that you describe are not available in WM. You could of
course create message rules and corresponding folders, to achieve it (in a
fashion) :-)
You have to use the 'apply now' button on any message rule that does not
intercept incoming mail, that applies to your 2nd question too,
Tools>message rules>mail>apply now>navigate to the folder and select the
rule to be applied.
